BALINTORE AND HILTON COMMUNITY COUNCIL
DRAFT MINUTES OF MEETING HELD ON
THURSDAY 11 MAY 2023
At 7pm
Via zoom

1.  The Chairman welcomed council members and members of the public to the meeting.

3.  APOLOGIES
No apologies were received.

4.  APPROVAL OF MINUTES 
Unanimous 

5.  MATTERS ARISING
5.1 Cemetery Sign
This matter is ongoing.

5.2. BUSES

The lack of a bus service on a Sunday was discussed.   It is unfortunate that very few people were using the service. 

6.  POLICE REPORT
No police report was received  A Gill will contact Police Scotland.

7.  PLANNING
No planning applications to report.
The bio digester was discussed and was noted there is no “blast zone” in the plans. It was felt this was a major omission.

8.  DEFIBRILLATOR
8.1    £1330 had been raised with £170 spent on maintenance 

8.2.   It was reported the Police had taken away one of them but no further information is available.  

9. HIGHLAND COUNCIL REPORT
Councillor Rhind reported that there is an ongoing situation regarding illegal parking of vans in Hilton.  Kevin reported the same thing is happening in the estate.  Councillor Rhind will contact the firm who owns the vans. 

10.  ZOOM MEETING FORMAT 

The pros and cons of meeting via zoom were discussed and it was decided that the July meeting will be a face to face one.  It was suggested the CC should have a Community Engagement Officer to keep the community informed of ongoing issues.

11.  SEABOARD TRAIL PROPOSED SCULPTURE 

A lengthy discussion took place and concern was expressed at the condition of the existing signs and structures on the trail.  It transpires that funding is available for new projects but not for the maintenance of existing projects.

12.  COMMUNITY GROUP UPDATES

12.1. Seaboard Cares had reported a bin for dog waste had overflowed opposite the school.  She sends her thanks to Chair for getting the Council to come and empty it. 

13. AOCB 

13.1. Kevin reported unregistered vehicles left strewn around the estate, which are an eyesore.  It would be ideal if the Police would do another purge. 

13.2. Kevin suggested a one way system in the estate.
