Minutes of Meeting – Wednesday 20th November 2024, 7pm
Held at the Seaboard Memorial Hall, Balintore
Present: Kevin Kirk, Chairman (KK), Brian Gallagher, Treasurer (BG), Norma Balfour, Secretary (NB), David Smith (DS), John Friel (JF).

Welcome: KK introduced himself and welcomed all to the meeting. KK advised that the meeting was being recorded and asked if anyone objected – No objections documented.
Police Report: KK – Police Report – No Police attendance. Please see attached Report.
Minutes of previous meeting: KK requested approval for the minutes of previous meeting. Minutes approved by DS and seconded by BG
Finance: BG Treasurer – BHCC Financial Report Period: 20/9/24 to 20/11/24
Unrestricted funds available to BHCC at 20/09/24 was £1984.47 – No income generated.
Expenditure approx. £76.00 Unrestricted funds available to BHCC at 20/11/24 – £1900 approx.
Planning Applications: None
Bio Digester: KK advised that word has yet to come from the Reporter – nothing further to report.
Councillors Reports: KK handed to Cllr. Dundas – Association of Community Councils has progressed and all in Ward are keen to move forward with joining together. Pot holes – most within the villages have now been filled.
Speeding Issues: Cllr Ross to update. Strips on roads queried at the last meeting are recording speed and number of vehicles passing.
Walk-about: KK no report has yet been received from Housing. Cllr. Dundas advised that the report is what Housing Dept. has come back with re the Retro fit. Council is continuing to work with various members of the public to have problem vehicles removed.
Meeting interrupted by members of the Public – Secretary asked for the meeting to be brought to order – Chairperson allowed the discussion to continue.…re speed bumps and various other issues.
Cllr.Ross arrived at meeting– and participated in the ongoing open discussion.
Dangerous Dogs: Cllr. Dundas spoke about the incident involving the dogs. Various precautions have now been taken by Highland Council – Two adults have been charged with the incidents involving their animals and these incidents have been placed with the Procurator Fiscal. Open discussion continued.
Christmas Lights: Contact to be made with Sangster etc., this will be completed by BHCC.
Balintore Housing Scheme refit: Chair allowed open discussion.
AOCB: K.K. announced Proposal to opt Nicola Earnshaw on to the Community Council – this will be put onto the agenda and brought forward at the next meeting in February 2025.
