Minutes of Meeting – 18th February 2025 @7pm
Held at the Seaboard Memorial Hall
Present: Kevin Kirk, Chairperson (KK) Brian Gallagher, Treasurer (BG), Norma Balfour, Secretary (NB), David Smith (DS), John Friel (JF).

Welcome: KK introduced himself and welcomed everyone to the meeting. KK explained the meeting was being recorded and asked if anyone objected – No objections.
Police Report: KK – Police Report – No Police attendance.
Minutes of previous meeting: KK requested approval – Minutes approved by JF and BG
Co-Option of New Member: Nicola Earnshaw – Approved by all present.
Finance: BG Treasurer _ BHCC Financial Report Period 21/11/24 to 18/2/25
Unrestricted funds available to BHCC at 21/11/24 was £1900 approx.
Income: No Income.
Expenditure during period approx. £840
Unrestricted funds available to BHCC 18/2/25 £1060 approx.
Planning Applications: None
Bio Digester: KK advised that no word had come from the reporter – nothing further to report.
Community Councillors: NB thanked the following regarding the installation and safety of this year’s Christmas lights. They were Sangsters, Davey Horton, Kenneth Patience and Donald Ross.
NB also thanked the Seaboard Hall for providing refreshments.
Retrofit still ongoing with more houses added as and when funding comes in. 80+ houses so far with HC to ringfence funds from rent increase to carry out more refits.
Removal of the abandoned vehicle at the Cemetery Brae by scrap merchants from Evanton. Special thanks to Rod Mackenzie for their assistance in helping to get the vehicle onto a low loader after a cable snapped.
Councillors Updates: KK handed to Cllr. Ross updated on the Traffic Order for the scheme.
Correspondence: Graham Ralph updated regarding Retrofit. NB updated regarding Dog fouling in the villages.
Meeting opened to public discussion:
KK, NB and Cllr. Ross answered as many questions as possible.

Post Meeting Note: Following on from this meeting retrospective approval was granted by the BHCC councillors for the purchase of a laptop computer for use by the community council. This is documented in the attached file note prepared by the Treasurer Brian Gallagher.

Meeting of the BHCC councillors

At the meeting of councillors held on the 18th of February 2025, retrospective approval was granted for the purchase of a laptop computer for the use by the community council in conducting council business. A record of this purchase is documented in BHCC expense report EX014, held by the treasurer.
The chairman, Mr. Kevin Kirk, will serve as the custodian of the equipment. Should Mr. Kevin Kirk cease to be a member of the BHCC, the equipment must be returned to the serving office bearer of the council.
